"The teachers play a vital role in this program because they are tasked to train not only the young learners, but the adults as well. Their responsibilities and functions are extended to the community. They are concerned not only with the education of the young children in the classroom, but also with the improvement of the adults in the community. The strength of democracy depends upon the enlightened citizenry. The most valuable singular resource of any community is its people. Hence the economic development of human resources. The educational system is the major supplier of skills; hence it is the task of the teacher to see to it that they produce quality students."
